《教學論爭，紀錄在案》「香港学术自由争议案：教学论争纪录」

2007年2月，時任香港教育學院副院長的陸鴻基教授在學院內聯網發表文章，縷述其個人及同事就與中文大學合併及教育改革問題所受政府官員施壓的情狀。由是引起社會各界對香港學術自由備受干預的疑慮，致使特區政府不得不成立高規格的調查委員會予以跟進調查。

調查報告發表後，復有政府就報告論點提出司法覆核之舉。本書編者盡可能匯集相關的報道、評論及文件，全面鋪陳事件的來龍去脈，以備有心人士審覽、反思、判斷，並期香港的學術自由繼續獲得關注。編者雖云：「我們甚至不希望將來社會公眾會有需要來翻查這文件集，因為那便很可能是學術自由又再受到衝撃的時候。」惟「Ill remember this，you will pay」的炎炎大言容或不足唬嚇學者維護個人及學術尊嚴的決心，更為沉潛的無形（權力傾斜）與有形（財金操控）之手對學術方向之駕馭，於今卻仍咄咄逼人。「前事不忘，後事之師」，是以明日黃花之細察，當下實不失其意義。如果我們不記得這件事，我們都將付出代價。

Academic freedom, university governance and the state: the Commission of Inquiry into the Hong Kong Institute of Education Paul Morris Journal of Education Policy, Volume 25, Number 5 (September 2010), pp. 587-603. Abstract: In 2007, a Judicial Commission of Inquiry was established by the Government of Hong Kong to investigate allegations that senior officials had interfered with the academic freedom and institutional autonomy of the Hong Kong Institute of Education (HKIEd). It concluded that a former minister had requested the President of that institution to curb the criticisms of Government policies by two of his colleagues. The report had significant ramifications including the resignation of the former minister. This article initially describes the background to the Inquiry and subsequently analyses why the situation escalated and resulted in the establishment of a Commission of Inquiry. The explanation focuses on the inherent weaknesses of the system of Governance, the political ecology of Hong Kong and recent changes to the political system.
